I really think a bit of transparency would help the AFL and the Swans. As Liz says, the chart covers salary cap, veterans and COL without specifying any of them, which makes it close to meaningless.
This column by Andrew Ireland makes the case excellently. It's almost worth printing out or bookmarking on your phone just so you can show it to pub bores.

So if a player is on 250k at his current club, his (gross) starting price with the Swans is 275k. They see it for what it is - a loading that offsets some of the extra cost of living , not a payrise.
A major point of contention is the suggestion that we have ?stored? the COLA and used it to recruit players, such as Kurt Tippett. That is simply incorrect.
Every player contract at the Sydney Swans stipulates that the COLA must be paid in addition to the agreed contract figure. Every player has a manager, and every one of those managers is aware the Club has the COLA. The COLA is also added to the standard contracts of rookie listed players. Like all Clubs, each contract that is signed is reviewed by the AFL
