The rules seem to be pretty clear that a team can't have more than 6 rookies, and complete team lists top out at 44 players: that's regular list, veterans, rookies, the lot. We had roughly 47 (of which 8 were rookies inc. Vogels) on our list in 2005. So what gives?
The local rookies that Sydney and Brisbane are allowed to take (and nominate as priorities, after the main draft but before the rookie draft starts) are in addition to the rest of the squad.

I guess the thought process behind it is that this concession aims to give opportunities to local boys in developing regions who would otherwise not get any chance on a list.

I can see why other clubs might get annoyed with this aspect of the rule. After all, the chances are that the Swans would have taken Shaw and Clark in any case this year, even if that meant them forgoing Garruba and possibly Grundy or Campbell (or releasing Potter as an alternative).

But, if the limit is 2 local boys, we still had an excessive number of net players on our list this year. So is it 'you can pick 2 each year, and keep each of those 2 on your rookie list for up to 2 years', i.e. an effective allowance of 4 players? Or something else?

It's at least 3 a year, maybe more. I'm not entirely sure.

Three per year. The three are not on a separate list - the rookie list is simply three spots larger. So if we wish to retain one without promoting him, it doesn't affect our ability to recruit another three in the following draft.

Thus, we were able to draft Clarke, Shaw and Hayes whilst retaining Potter.
          We hate Anthony Rocca
          We hate Shannon Grant too
          We hate scumbag Gaspar
          But Leo WE LOVE YOU!

Thanks all. Can we put Spida on the Rookie list?

Wasn't sure if they use mental or chronological age.

                    My best guess would be...

37,867 bourban and cokes, 1,235 slabs of beer, 3 drunk and disorderly convictions, 2 instances of driving under the influence with loss of license, 2 legitimate and 34 illigitimate children, 2 clubs, 34,685 bitter and twisted Saintsational posts and one more year on the Hawthorn list with a agroup of players who hate your guts for wanting to go somewhere else.
