Yep... 5 wins or less.
If there's only one team that meets that criteria, they get picks 1 and 2. If their are two, then the 16th team gets 1 and 3, the 15th team gets 2 and 4. In the unlikely event of their being three teams on 5 wins or less, then 16th team gets 1 and 4, 15th 2 and 5, 14th 3 and 6.
