In fact Rule 15.9.1 (a) should be applied against the matinee idol, and a free kick payed for deliberate time wasting. I don't care if he scratches his arse as part of a goal kicking routine, (although he seems to actually watch the falling grass in the dead still dome, which is a bit of a worry) - its the time he's taking and wasting. And if he can't kick a goal without holding up the game for a minute plus, too bad apply the rule. Its starting to be a bad and as boring as gaol kicking in rugby
I think for Lloyd they should apply "rule 3 0 3..."

The amount of time that Lloyd is allowed to waste every time he kicks for goal is a total farce. There's not just the throwing grass routine, there's the 30 metre run up and the time he simply stands there staring at the goals as if he has never seen goal posts before. Every time Lloyd kicks at goal he wastes more than 1% of the match time (about 1 minute out of 80).
I feel that the time-off rules need to be changed so that players cannot waste time when shooting for goal. A player who is having a shot would inform the umpire, who then blows time off. The player can then do as they please because the clock is not running. They can throw grass, take 30 metre runups, tie up their shoelace, pull up their socks, whatever. The player would then have the shot, and umpire would blow time on when the player is running in to kick the ball and is maybe 10 or 15 metres from the mark. The privilege of being allowed to take this time would have a price - a player cannot play on (deviate off the line) until the umpire blows time on.
