    Because there will still be a few opposition players there to make a pack mark difficult and when the ball falls to the ground, the crowd of players will make it difficult to get an effective clearance and find a target (particularly as we don't shepherd! ).

        With that many swans players around the fall of the ball, the chances of the umpire picking out an illegal shepherd would be pretty high.
