    Reintroduce 15m penalties?

I'm wondering whether the AFL should reintroduce 15m penalties, for those situations where a penalty is warranted but 50m is too severe.

I think the umpire should make the decision based on how he sees an incident. At times the 50m penalty is too harsh. On many occasions the umpires are quite inconsistent in their use of 50m penalties, possibly because there can be a fine line between awarding them and not. The ability to give 15m in these vorderline situations may be useful.

A number of other leagues use 25m penalties which I wouldn't mind seeing introduced.
