The crucial line is "... would be costly for clubs". Make no mistake, this is a 'reviewing the way the VFL works' process, not a 'creating an AFL-wide reserves comp' process. The latter is a pipe-dream and will remain so for many years to come.
Even creating a Victorian AFL clubs reserves comp would be very expensive, and when push came to shove the poorer clubs would probably rather spend their money/have the AFL spend money on other things.
Sydney needs to take positive steps itself to sort out the question of where its reserves play, and the standard of the opposition it plays against, rather than waiting for solutions from head office.
