      Don't know about the waiting time, but no more than the equivalent of 10% of the Hall of Fame total can be Legends. At the moment there are 200+ (just) HOF, so there can only be 20 legends.

        There is no waiting period for Legend status except for the 10% rule which I'm guessing is at its limit right now with the Hall now having 203 members of which 20 are Legends. Nothing stopping the AFL from say giving Wayne Carey Legend status in 2008 when he first come eligible for the Hall, but as was the case with Ablett (outside troubles aside) and again in this case Lockett I doubt we'll see that happen, but the option is available.
