Uncontracted players entering the pre-season draft nominate a sum they wish to be paid. They get at least a two year contract an the club that drafts them must pay the sum nominated. The clubs are made aware of any salery cap issues before the draft.
If a club like sydney had pick 15 in the pre season draft and had say $500,000left in the cap, Cousins could nominate $500,000 as his fee, which most clubs would stay away from leaving him available at pick 15.
If the AFL RE-Registers him before the national draft he could be picked up there ahead of a kid and only offered a base contract, Unlickly.

Yeah but what did it cost Freo to get Kepler Bradley and Mark Johnson? Nothing. Dempster, Playfair and McMahon all have age on their side. Davis is 28 going on 29. I would be very surprised if any club traded any picks for him.

I can't picture any team wanting to recruit Davis. Besides, Davis will just become homesick and most likely will be delisted after a season if he played for any team apart from Sydney.
