That was the second time O'Keefe did the hard elbow after being held after taking a mark, almost in as many minutes. Frankly, we don't need that stuff in the game as its an obvious move to try and get a free hit in. He probably deserves a week off (only for doing it twice in a row). There are better ways to get out of a tackle and being held after a mark to not allow the play on is part of the game.

Of course they can. Anyone can make a citizens report as well, you contact the AFL with the details and they review the incident on video. I've never done it, but NMWBloods does it quite reguarly (he is a bit of a dobber anyway).

It's quite fun actually. Sometimes I even doctor up some fake video to throw the tribunal a googly!!
