Seems that the rule was introduced to stop players taking an inordinate amount of time kicking for goal, however I wouldn't think they ever intend to actually enforce it on the field.
Lloyd was much quicker than last year kicking for goal, seemingly from the talk of shot clocks, so the rule change would seem to have worked.
What gets me is the calls of 'play on' every time a player moves in to kick from a free kick, should only be play on if they are attempting to take their kick outside the line of the mark. Play on is called as they run up to kick, the man on the mark rushes the kicker, and should the kicker change their mind and baulk before they kick they will be tackled and called holding the ball.
