I think the MRP panel should have jurisdiction to penalise players for "simulation". If a player got 50 points for a simulation offence (37.5 after a guilty plea) it would greatly reduce this blight on the game. To be penalised in this way, I think it would have to be a blatant attempt to mislead the umpires, perhaps with additional penalties if it succeeds in milking an unwarranted free. Lloyd's push-in-the-back free after backing into his opponent would be an example of an offence that would be proscribed.
Should staging be penalised by loss of Brownlow eligibility? I think so; the Brownlow is a "best and fairest" award and staging is certainly not a fair way of playing the game. However, loss of Brownlow eligibility for one staging offence would be too harsh. It should be more like a yellow card to Brownlow eligibility - two in one season should be required for a player to lose eligibility for the Brownlow.
I especially like the guilty plea bit. A player who pleads guilty would be admitting to the football world: "I am a stager".
