That is a well and good but;

Have you thought about the quality of crepe paper in Canberra ?

Have you considered the wind conditions ?

have you considered the slippery underfoot conditions ?

Have you considered time frames to get the banner onto the ground then get back to your flogger ?

This is not a caper for amateurs you know !
