Is Brett Kirk (or any other AA player from previous years) an All Australian or a former All Australian? Is it a title you can use forever or only for a year?

Is Warwick Capper a Sydney Swan or former Sydney Swan? You can't use the title if you're not on the team. Brett Kirk is no longer on the All Australian team, therefore he isn't an All Australian any more than Capper is a Sydney Swan.

It depends on the context.
Usually you would refer to Kirk as an All Australian, or Kirk, who won all Australian honours in 2005.
It would also be correct to say that the Swans have 7 all Australians in their line-up - you don't say 4 All Australians and 3 former All Australians
Just as you would say Jason Akermanis is a premiership player even though he's playing in a team which hasn't won a premiership in 50 years. Once you've won an All Australian spot, you're an All Australian, forever. Even when past champions are being introduced, it's "three time All Australian" or "dual Brownlow medalist" you rarely hear them described as former anything, unless it's "former Richmond coach" or "ex-Sydney player" etc.Comment
