How do you shrug off a tackle using your elbows?
What else do you normally shrug? Your shoulders. Hence shoulders are moved when one shrugs a tackle.
Goodes obviously knew someone was behind him as he was trying to get out of the tackle when he was swinging his elbows. He was very lucky and should have gotten a week in my opinon.
I always thought it was common knowledge never to swing elbows anyway - in any contact sport.
