General footy chat Dusty's Fend off

An article posted on news.com regarding Dusty being out of Friday nights game and him going to NZ to see his dad has a photo of the 'Dusty fend off'.
How is that not a free kick for head high when Dusty's hand is in the face of his opponent? Am I missing something?
As Pauline Hanson says 'Please Explain'.

I saw that too and had the same immediate thought......why not a head high free kick to his opponent? *Note to Pauline Hanson....the AFL don't explain things very well or not at all....when it is not in their best (vested) interests.

According to Razor Ray, more congestion round the ball means umpires can't always see if it's in the chest or the face.

Pathetic response from Razor. Too much congestion? Seriously? He's always in the open when he infringes, but I suppose that doesn't matter when they're an AFL love child. They have no trouble seeing Selwood receive his frees for.
