Honking a few car horns is hardly bad behaviour that warrants a call to talkback radio to complain. A call to the club would surely be enough. By commenting on what happened, the Swans media department ensured that the incident would get more coverage than it would have if it had merely been a brief item on a talkback radio show. It isn't damage control, it's taking an opportunity to show that the "bad" in the Swans extends only to honking horns. They're counting on the comparisons to "worse" clubs and teams.
