As a counterargument, we've recently had a dream run with the tribunal - no suspensions from late in 2002 to early in 2005. That's not a bad run.
Jolly did make contact, but the penalty was manifestly excessive. If he gets two weeks for light contact with the shin, then a full-on proper kneeing would probably be about eight weeks.
The most contentious aspect of the report is that it was graded as intentional (the highest grading). If it was regraded as reckless, the penalty would be much less (IIRC, 1.25 instead of 2.25). No wonder the Swans are appealing.
