I think the Freo players were not picking up their men, as most of them were pleading with the Ump, the suddenly had to scurry when they realised the game (according to Garp) wasn't over yet.
yeah the forwards were running down celebrating which left the st kilda backs free behind the play where the ball came out to and eventually ended up with the back pocket player in baker
10.4 BRINGING PLAY TO AN END
10.4.1 End of Quarter
The Timekeepers shall sound the siren to signal the end of a quarter until a field Umpire acknowledges that the siren has been heard and brings play to an end.
10.4.2 Siren Heard by Field Umpire
Play in each quarter shall come to an end when any one of the field Umpires hears the siren.
10.4.3 Signal
A field Umpire shall signal that he or she has heard the siren by blowing a whistle and holding both arms above his or her head. If immediately before hearing the siren, a field Umpire is of the opinion that a Player should be awarded a Free Kick or a Mark, the field Umpire shall signal that play has come to an end and then award the Free Kick or Mark to the Player.
Looking at the replay footage, umpire Hayden Kennedy clearly raised his arms to signal full-time, but controlling umpire Nicholls over-ruled him. But the rules clearly state that it doesn't have to be the controlling umpire, but any field umpire.
The AFL may be concerned that over-ruling an umpiring decision would create a precedent. But the situation here is that the game was over, and therefore what happens after the game is irrelevant to the score. Allowing that last behind to stand would make as much sense as the umpire coming back onto the ground now and giving out free kicks with scores from them counting.

An ex ump said the siren should continue ringing until acknowledged by the umpire...so maybe our Tassie friends don't know the rules. Justice demands a reversal...it was just too blatant. Unlike I might say a Swans win against Collingwood back in the 70's when McKenna clearly marked the ball before the siren sounded!
AAnderson has announced that there will be a full meeting of the AFL commission on Wednesday where both teams can put their case forward. Freo's case will be that the rules were broken as the siren wasn't sounded continuously until an umpire signalled the game was over and St K's case will be the game wasn't over as the umpire hadn't signalled it to be.
Doesn't really seem to be the "full investigation" promised. Why aren't the umpires and timekeepers included?

The full investigation, including umpires and timekeepers, took place today. On Wednesday, the AFL Commission will assess the findings from this investigation plus evidence and arguments brought forward by St Kilda and Freo.

In other words the lawyers acting for the AFL have asked for 3 days to prepare advice in relation to the TAB having to pay out on a reversed result and the possibility of the AFL being sued by the TAB for the increased pay out ('cause they aint gunna get a cent back that they already paid out) since the AFL gave the all clear to pay out. Result will stand, drawn game, @@@@ happens Freo, time to move on.
