Interesting. I made a graph. Black vertical line is the median of total payments, i.e. half the clubs are above that level, half are lower.

IIRC, there are two kinds of handouts, one being one-off payments, presumably for things like refurbishing the clubrooms, and the other more like recurring payments.
But I think the system works a bit like federal-state financial relations. NSW contributes the most but also gets quite a bit back in various forms.
