Free agency is driven by the choice of players. A club may want a particular free agent, but if the player does not want to go to that club, it's a non-starter.
I doubt free agency between the Sydney clubs would make either club "vulnerable". IMO it would be a good thing: it would mean players want to stay in NSW, rather than shifting out of the state. This is currently not the case - how many players have the Swans or Giants lost to free agency or been forced to trade in the past five years because the players wanted to go elsewhere?
